Reference Draggable List

Worked up a reference implementation of a draggable list in the raw JavaScript today. This reminded me of the language hurdles to doing such a simple thing, and gives me something that's as close to the functional style as I can presently imagine. It does use global data and mutable locations a bunch, so it will be fun to tear it apart and give a truly functional way of writing it. In all, it's about a 100 lines, though it's not terribly flexible, so it will want some smithy.
